First off, the USA Today was started by a guy who went to the University of South Dakota, so obviously it is a biased report.
Second, the methodology on that report is terrible. It might be that North Dakota has more corrupt politicians or just less tolerance for corrupt politicians and a damn good set of state prosecutors.
Third, it is most corrupt per capita when it should be per public official. North Dakota has lots of public officials and very few people. New York has lots of people and lots of public officials. So if we assume a similar percentage of public officials are corrupt, then a per-capita measure would rank North Dakota as more corrupt than New York.
Not to be the methods police but this is just plain wrong, and yet another example of South Dakota sour grapes.
So how many people did you have to pay off to get your position?
